UniVerse upgrades are free to anyone on current maintenance, and evaluation
licenses (which have a limited lifespan) are also free on request. And of
course there is the Personal Edition which is also free for non-commercial
use (though it has internal restrictions)..

You can see if an issue is fixed for Zero Euros by reauesting an evaluation
copy. You can get an upgrade for the same. If you cancelled your maintenance
then that would explain why you have to apart with 5,000 Euros to re-instate
to upgrade your current license - otherwise I don's see any costs for you. 

BTW: You only need to read the LAST release notice for each semi-major
release: 9.6.latest, 10.0.latest, 10.1.latest and 10.2.latest. Each release
note contains all the fixes for that semi-major release.

I would have never looked in the Product availability matrix for the release
notes....

It is a night-mare to run over all this notes, but I suceeded in the
10.0.17.txt

5462    An internal error caused the getSocketOptions function
        to produce unhandled exceptions on Windows platforms
        and SIGSEGVs on UNIX platforms, which caused UniVerse
        to crash. This problem has been corrected.

This was one of the changes I introduced 5 months ago and never thought that
this could 
produce such an error (up to 5 Minutes 100% CPU usage in this program with
millions of 
variable changes)

I am running now 4 hours without any crash.
