What if you create a directory (not in /tmp, because it gets cleared every so often as well). And place in the login script (/etc/profile), a touch command (touch /dirctory/`id -un`) using the user login name in that directory.
This way, if you sort the directory (ls -lat) you will get a latest to longest of who hasn't logged into the system.
