Kevin; I'm not sure you can create these files from scratch. I did some work a couple of years back for trying to migrate schema's and it was a royal pain. There are some programs you can call to create things (rather than going through the VSG front-end).
I'd try using newacct to create a new (blank) account. Then connect with VSG to it. When I tried VSG created 26 new files - most have at least something in them. This will test your uci.config setup. Anything maybe being picked up by a firewall?
