That makes it seem as if it was recognised as an issue with Universe but not address in Unidata (backwards compatibility reasons?)
If Unidata just uses the path in the VOC and concats the record id on to it, that would be mean there will be no way to restrict it within Unidata. It wouldn't be as much of an issue if they only allowed canonical pathing to result from the concatenation...
