Yes, it appears to me that the issue I experienced was related to updated security in win2008, not in unidata.
I've also noticed that every upgrade breaks something. Sometimes you get lucky and things run for 10 years, then one day, BAM! A program stops working after you upgrade the database. It's the nature of the job. Things change. Things break. Things need to be fixed. That is what testing is for.
