I don't think bypassing management decisions is the proper way with address an issue like this. Someone can get terminated for violating company protocol, even if they're just trying to do their job. People need to talk the problems out. If the company continues to restrict access to valuable media, they can pay the price required for people to get their jobs done in the absence of that media.
