The investor market no longer wants to support financing which includes payout 
to dividends; and not for below investment-grade debt.  This turn in market 
mood is very recent, so this offer was just a bit late in execution.

38% of Rocket's offer was for dividends to Rocket founders and private-equity 
firm Court Square Capital. The best Rocket can do now is wait on the dividend, 
and ask only for what they need to maintain current operations/debt. 

Certainly they should expect a ROI someday/somehow, the timing does not seem to 
be now.
