Unless you have a 64-bit dynamic file, neither part can exceed 2GB.
But relying on some of your data going into OVER.30 to avoid either part
going over 2GB seems very dodgy to me, except perhaps as a short-term 'quick
fix'.

Inventory History presumably has a date as part of the record key, so it
would be a good candidate for a distributed file, with the distribution
algorithm working off date.

Or you could go 64-bit, but the file maintenance tools for 64-bit files were
still a bit weak at release 9.6, IIRC.
If I could, I'd still avoid 64-bit files until 10.1 -  we've distributed a
couple of our big files to avoid 2GB rather than go to 64-bit.
