What to you mean by 'even before running anything'? If RedBack isn't running - why mention this in the problem description?

Our network consists of several servers, of which one is Universe 10.0 on
W2000, which runs fine. After adding a W2000 RedBack server to our
existing network, massive amount of traffic and collision has been
detected. The traffic takes place as soon as the RedBack server is plugged
in before even running anything. The traffic stops when the server is
unplugged. Has anyone experienced this problem. If so, how was it
resolved? Any other tips would be helpful.
