I have run across this problem twice lately (neither time involving Redback). In both cases my problem was because of Windows Update downloading a new driver for an IBM Ethernet card. It caused the machine to make continual DHCP requests, hundreds per minute for no apparent reason. I had to reload the original driver that came with the machine from the installation CD.
