Felix, You'll most likely have to login and add yourself as a German translator before you can add your localization... if you've done that and it still doesn't work, please let us know... we can probably add your localizations in from the admin side.
As for the English verbs being used when the parser is German, this must mean that your command localizations (in ubiquity/localization/de) aren't being recognized. Are they in the right place?
