Heith, did you try Putty in to reboot them yourself.... I have found it to work when HTTP does not let you log in for some OS or hardware reason.
If you get in, and have issues which you think is OS related, I sometimes will click the factory reset in System tab, then log back in on (WAN default (routers) 192.168.10.1) or (LAN CPE 192.168.1.20), reload OS (even if same) and reprogram. If that fixes issue, then it was a corrupted OS file or something, otherwise... hardware most likely.
