We program the radios in the shop using the same IP 10.x.x.x and same with the 
routers on the same (unused) public IP.  Then when the install is complete, we 
set the radio and the router up (from the office - no tech in field time) with 
the final IP settings.

  would not devices booting up to a specific IP(on My-10.x.x.x) cause an IP 
issue with other devices on same IP?  I don't see how this could be a good 
idea.  Maybe someone could explain how this is good.  Also, clients who didn't 
return radios could turn them on and create havoc for same reason and radio 
noise.
