if so many were locked at MCS1, isn't that retransmitting the crap out of the access point, thus basically killing all of its bandwidth?

I've never seen a configuration like this nor have I ever heard of it being done. Why would someone do this? What possible benefit could this have been? I think it is related to interference mitigation but several of the clients I have undone this setting on are already modulating much better (obviously) thoughts? Thanks :)
