I've never seen a configuration like this nor have I ever heard of it
being done.
Why would someone do this? What possible benefit could this have been?
If a radio is on the verge of upshifting mod rates, but will shift back
down; causing a flutter in mod rates; this can take up air time. In such
case, you could fix the max mod rate to the lower of the two to
stabilize performance; but you wouldn't want to go to MCS1.
Maybe they did it to limit usage by limiting the bandwidth via mod
rates? That's about the worst way to do it I can think of, but it would
have that effect.
Perhaps they were configuring the radios via a script, and it's an
error? I saw that happen a couple of times when my field people restored
backups on dissimilar hardware, it caused 2x2 units to get locked to MCS7.
