I downloaded live cd created in 09/17, and tryed it.

I confirm this problem. I temporaly fix this situation with following 
method:
1. I navigate with Install Ubuntu 9.10 desktop icon, and open the 
properties dialog.

2. In command field I press home key and wroted sudo command before the 
real command.
After I close the properties dialog, the installer is talking correct.
Another method you open gnome-terminal and run sudo ubiquity command if 
you would like install the system.
I hope Luke fixing this problem with final release, I am sure. :-):-)

I am impossible to confirm this problem now because I doed a custom live 
cd with personal use, and installed some extra packages,for example the 
ubuntu-restricted-extras package. Because ttf-mscorefonts-installer 
impossible to download some files with downloads.sourceforge.net 
webpage, the installation is not correct completed.
The result: the installed system does'nt launch gdm, I only have console 
now with Karmic. :-(:-(
Another problem, my old operating systems does'nt see with grub2 menu.

Tomorrow I look original cd and try install the system, because I am 
interesting this gdm boot problem is real or I am mistake. :-):-)
