I've also considered this concept. If XFCE were to be added to the mix, it may be possible to come up with three unique looks for each desktop by having the teams(ubuntu, kubuntu, xubuntu) design just their own theme and passing those specs and artwork on for modification and eventual inclusion in the other environments to make up 3 default "looks".
