I've done it before in creating some HTML templates... the problem is, (simplified for illustration) if you have a dark background color, a light foreground color and an accent color, you need to have them in the same order in the pallettes so that they look good. Also, I realized after I made my post that to do it in the HTML templates I had to write a fair amount of python code to create the images the right way. I expect it would need to be done for this. That's OK, because I haven't met any Ubuntu'ers yet that have a problem with a little python code.
