Is it possible to use UbuntuOne? there is a folder sharing option.
- create a couple of admins 
- use the share folder option , so all can view the files in the folder.
but not everyone can edit.
- users can either post the wallpapers on wiki or flicker or even send
the images as attachments to the mailing list and mention the copyright
on this Mailing list...

I'm not sure how far this would work out... but just throwing in an
idea.

And since this is for Ubuntu purpose , maybe someone can convince the
admins to spare a paid account for this *if* we need 50GB space. ;)
