Is it possible to use UbuntuOne? there is a folder sharing option. - create a couple of admins - use the share folder option , so all can view the files in the folder. but not everyone can edit. - users can either post the wallpapers on wiki or flicker or even send the images as attachments to the mailing list and mention the copyright on this Mailing list... I'm not sure how far this would work out... but just throwing in an idea.
