The white background in USC already follows the GTK theme. For example, in the "High Contrast Inverse" theme, it's dark blue. But the existence of themability shouldn't prevent us from using color to distinguish things. One possibility is that each department should have a different overall color. Green for "Science & Engineering", purple for "Fonts", red for "Education", and so on. Another possibility is that the screen for each application should have a gradient based on the color most used in its icon, like the Unity launcher does.
