I recently configured an a Gmail account to connect via the IMAP SSL protocol (993) on Evolution from a BigPond ADSL connection. I followed the "Configuring other mail clients" guide on the Google website. I can confirm it was working as intended.

Have you double checked that you've enabled IMAP in your Gmail account? Can you connect without SSL? Does your router/gateway restrict outbound packets?

You could always try connecting with telnet:

$ telnet imap.gmail.com 993
