When its a Kernel update or X Server updates, you must restart the system,
for most others you don't need it.

but where did this update came from! :-/ I didn't had any kernel related
updates today.

And no, bulletproof X has nothing to do with hardware detection, it only
ensures you have at least the bear minimum gui in case of XServer fails to
load, so that you can fix it, its pretty neat, It will not be triggered in
case XServer hangs. It will work only when there is somethings wrong with X
server configuration.

Bulletproof X only and only comes in if X Server fails to load with the
current X server settings, and from my experience it does its job fine. And
X server is a huge project, that have many many bugs, maybe some updates
causes that bugs to be exposed, in these cases you have to submit a bug
report and hopefully it would be fixed

and Xserver 7.03 is not a beta version.

Pulse Audio seems very well integrated to the system, But they should have
provided the utilities. But the thing is you can go without those tools very
fine. also its not very hard to install these tools

Again you still have not mentioned whats wrong with policy kit?

KDE4 have not arrived as a Final release yet, It was released to public but
it was Certainly not complete, its still on development, it didn't event had
a configuration option for Panel. Today I had a update, which was a KDE4
update, now I have KDE4.1 Beta, which after testing and bug fixing will be
declared Final and stable version of KDE4.1 and these will be considered
actual Final Release of KDE4. And hardy's official KDE is last version of
KDE3 not KDE4
