Answers:

1. Yes you can upgrade your ubuntu 8.10 to Ubuntu 9.04 without live internet
connection. You will need a alternate CD than the Live CD. Alternate CD is
available from Ubuntu website.

2. By upgrading to 9.04 you will not lose your installed softwares.
