Not a solution, just curious.

Did you try `semanage` to add the port? I am not a user of SELinux.
But I don't believe that it hasn't improved to add some permission via
some commandline program like semanage rather than manually editing
config text files. I might be wrong though.

Ubuntu users do not use SELinux. So it is more likely that you won't
get a solution from this list.
