You should ask OSPublish from Constant vzw in Brussels.They demand every 
official document to be in an open source format.
Also they "fought" a little war with Sabam because they only play music in 
their office that's licensed under Creative Commons

    I dont know if that can help you but some time ago the German
    Government decided to switch there systems to a specially designed
    LINUX but revoked that decision some month later saying that the
    costs would be too high
