Hold on a minute here. My system was "misconfigured" because the upgrade
process didn't work properly. I never removed the linux-386 package (or
any other kernel related packages).

This system actually started as a Hoary minimal install because Breezy
wouldn't boot off my SCSI CDROM drive. I did a dist-upgrade to Breezy
which ran for some time. The Hoary install lasted however long it took
to do the dist-upgrade to Breezy and no configuration was made to
anything. Breezy ran fine for some time as I said earlier, and when
Dapper was released, I updated it.

The only package removals I have done are to optional multiverse
packages I tested and then removed, nothing related to the kernel,
drivers, printers or CUPS itself were changed.

That said, the Dapper cupsys package obviously does not work properly
with Breezy's kernel. There is no reason why CUPS should be kernel
version specific like this within a single distribution no matter the
version.

There is still a valid bug here and it should not be dismissed /
rejected to "misconfiguration." The system did not behave as expected,
which is what constitutes a bug in the first place.
