Further tests showed this to be true for the -386 kernel (2.6.15-23 and -25) with a fresh install on a different partition.
On IRC #ubuntu-de at least one other user reported the same problem. P.S: The real annoying thing about this is, that when initially switching to Dapper the boot-time was drastically shorter than with Breezy.... until kernel -21 came along :-(. In this state the machine boots even _slower_ than it did with Breezy.
