I encountered the same thing after I upgraded, but the solution for me
was actually quite simple.

Go to System > Administration > Login Window and type your password at
the prompt. (alternatively, you could do a 'sudo gdmsetup' in the
terminal)

In the Local tab, you will probably find that under the Menu Bar
section, the "Show Actions Menu" option is not checked.  Check it, as
well as "Include Hostname Chooser..." below it.  Clicking your shutdown
button in the upper right corner should now include the reboot and shut
down options.
