xev shows that Fn+F1 is being mapped correctly:
keycode 213 = (keysym 0x1008ff10, XF86Standby)
/usr/share/X11/XKeysymDB:
XF86Standby :1008FF10
/usr/share/X11/xkb/keycodes/xfree86:
<I55> = 213;
Launching gnome-keybindings-properties, I found that nothing was being
mapped to the Suspend action, and that I could easily associate it by
typing Fn+F1, causing XF86Standby to be listed. I tested associating it
to 'Launch help browser' and verified that the key handling does indeed
work. However, with it mapped to Suspend, I'm still not seeing
hibernate or sleep mode be triggered.
