Explanation of the Ubuntu delta and why it can be dropped:
Ubuntu change (from bug #87077) can be dropped, it has been
fixed upstream with this change:
- Add a script for creating a standard SCons development system on
Ubuntu Hardy. Rewrite subsidiary scripts for install Python and
SCons versions in Python (from shell).
