I've the same issue. 1. Open BOINC manager 2. Go to Advanced > Preferences and set options as shown in included screen shot 3. Tasks will stay as "Suspended - User active" even after 3 minutes of inactivity are passed
Also, boinc-client appears in my task manager but it never runs (I left the PC idle a long time and CPU was always at 0%). I think BOINC is not detecting an idle PC properly.
