I'm not certain that this is the correct procedure but this is what I have
done:

1.  Type "pidgin" at a bash prompt.
2.  Click on the "Tools" button in the "Buddy List" view that appears as a
result of '1.' .
3.  Click on the "Plugins" button that appears in the drop down menu
resulting from step '2.' .
4.  Scroll down until I see "Off-the-Record Messaging 3.1.0 Provides private
and secure conversations"
5.  Examine the check box in the "Enabled" column.  It contains a check
mark.

  Since I posted the original bug I have been able to initiate private
conversations on Google Chat served by "gmail.com".  I have not yet
successfully initiated a private conversation on im.flosoft.biz.

   Perhaps this is not an otr bug....
   Please let me know if I can provide more information.
