For what it's worth, I've talked to the upstream maintainer of Rubygems
(Eric Hodel) about this, and he says it's extremely unlikely that such
functionality would be re-implemented inside rubygems.

The hooks were added to support integration with the alternatives
system. This has always been the plan from the outset and was well-
understood by upstream. Eric has told me he fully supports Neil's work.
