Thanks. This doesn't appear to be a bug in gnome-session, so I'm reassigning it to gnome-art (the source package of gnome-splashscreen- manager).
Can you still recreate this problem? (ie, toggling the splash screen on/off in gnome-splashscreen-manager doesn't alter the gconf key).
