This definitely seems to be due to some interaction between Evolution and the IMAP server.
I created a brand-new desktop user account, and linked it to the existing IMAP server. The result demonstrated exactly the same problem, on two separate IMAP accounts. Curiously, when I right-click on a folder in the folder view, it sometimes updates the unread items count immediately to the correct value. This does not appear to happen consistently, but does happen most frequently the first time I interact with a folder in that manner (ie: left-click on it first, to select it, then right-click on the same folder). So far, I've never seen this happen if I right-click on a folder a second time; it only happens once, after I shut down and restart Evolution (doesn't seem to matter if I do a --force-shutdown between these or not). As a consequence of this test, I was also able to test behavior with the default local store (ie: On This Computer); it did not demonstrate any problems, although my testing was very simplistic.
