Howdy! Thanks for your report. I've noticed this behavior and thought it was strange at first as well, but then decided that retuning is the safe thing to do for a number of cases - especially when an external set-top-box is involved. There is no way for Myth to know that a STB has been power cycled, or the baby sitter changed the channel on it.
So for sure, the retune shouldn't be eliminated, but perhaps an option could be added to prevent it for users that desire - making this a feature request rather than a formal bug.
