I'd say that comment in the release notes is a bit too positive. Users with newer Ati chipsets (like me with the Radeon HD 3850, which isn't even of the very newest generation) don't even get basic 2D acceleration with free drivers. That occasionally makes even basic everyday desktop usage next to unusable (YMMV). For many users, this isn't just loss of 3D acceleration, it's a huge regression in 2D performance too for those who previously had successfully used the fglrx driver -- I'd expect a huge number of upgraders to be _very_ disappointed.
