My workaround at the moment is:

- create a script /usr/local/bin/halt.sh with "sudo /sbin/halt -p" in it
- set permissions for any user to execute halt in sudoers (visudo as root)
- put a "turn-off button" on your desktop that executes /usr/local/bin/halt.sh

That works for the moment.
