Excellent observation! Using the latest and greatest Kubuntu Beta (installed to my HD), I can elicit the bug by switching from xim to scim-bridge as you described. Either way Japanese input still doesn't work.
scim-bridge-client-qt4 0.4.14-2ubuntu3 scim-bridge-client-qt 0.4.14-2ubuntu3 scim-bridge-agent 0.4.14-2ubuntu3 I don't know which input method ought to preferred (xim or scim-bridge) by KDE applications since neither of them currently seems to work, but I'm guessing it's supposed to be scim-bridge since that was the case in Hardy Heron.
