Hello,
I'm testing Ubuntu 8.10 and I can confirm this bug in a Dell Inspiron 1520.
I can reproduce the bug with the next:
1. Boot with the laptop connected to a wifi router.
2. I power off the router or switch off the WIFI button that have the laptop.
3. I shutdown ubuntu.

Then the shutdown process didnt finish and the screen turns black.

Further more, If after a while I switch on the WIFI button (see attached
log in  [493.882081]) then the process finish and laptop shutdown ok.

I have attached the kern.log.

Please forgive my bad English.

If you need anything else I can test it.
