I've got the same thing. I was running Hardy Heron, now I've got Arch Linux installed. Saw the same problem w/ Gentoo, too.

I've got an XFX 650i Ultra motherboard - nvidia chipset, keyboard plugged directly into the USB slot on the back of the mobo. USB mouse works fine, no need to plug/unplug. Keyboard almost always requires plug/unplug to function after restart - either reboot or power off/on. Doesn't matter if other USB devices are plugged in or not.
