Thanks for the update.

I'm closing this report because you've installed the previous version by
hand. pycentral is behaving as intended and this is not a bug with
Ubuntu

You can either remove the previously installed package before the upgrade or 
you can set overwrite-local=1 in
/etc/python/debian_config

Don't hesitate to submit any new bug.
