Same for me.
Reason seems to be, that starting cups is now done via 
/etc/init.d/cups.dpkg-new and not cupsys any more. There is an brocken symlink 
called cups pointing to cupsys!
Adding /etc/init.d/cupsys.dpkg-new start to /etc/init.d/rc.local solves the 
problem though may be not the recommended way.

The CUPS server could not be contacted. Since upgrading to Xubuntu 8.10 my 
printer isn't recognised and doesn't respond in any way. Cups is installed as 
is foomatic. The printer was working fully.(BrotherMFC-215C)(Using 210c driver)
