In fact, there are translations other than German.
The German and traditional Chinese translations are available in the
archive http://www.xm1math.net/texmaker/texmaker-1.8.tar.bz2 as
texmaker_de.qm and texmaker_zh.qm. There are also Russian (
http://www.xm1math.net/texmaker/texmaker_ru.qm ) and Brazilian
Portuguese translations ( http://www.xm1math.net/texmaker/texmaker_pt.qm
).
