I just realized the original poster called them transient. In my case I forgot latencytop running in a minimized terminal, and I noticed the values in the screenshot above after a few hours. They seem to just stay there (in the time I took the screenshot, searched for the bug, uploaded the picture and posted this report it didn't change.
