No; when using the user maintenance dialog in GNOME, by default it
creates a new group for each user...

In other words, my /etc/passwd looks like this:
...
user1:x:1001:1001
user2:x:1002:1002
...

With /etc/group like this:
...
user1:x:1001
user2:x:1002
...
