I have the same problem as Kimiko Koopman. I am using ubuntu 8.10 (gnome 2.24) and my location is Chandigarh , India. My location is not available in the list of cities so I enter it manually but I don't get the weather info. But, however, if I set the location to New Delhi, India , which is the closest location available in the list, I can see the weather info.
I tried using the above solution by Kimiko Koopman but that shows the weather info of New Delhi. In hardy I could see the weather info of any city (that I entered manually), but that is not the case in 8.10- I am able to see info for only those cities which are listed by default.
