If I understand this correctly, you downloaded Emacs from somewhere else (where?) the first time. Ubuntu cannot be expected to know about third- party downloads, although if you can provide a link to where you got it, this could be turned into a "wishlist" bug for providing integration support for the third-party package you installed.
Or is this bug about not finding Emacs in the Applications menu after you installed with Add/Remove like it says in your original bug report? But now you are telling us that you did find the menu item after installing with Add/Remove. Could you please clarify; if this scenario was problematic for you, what exactly was the problem? If you use a Live CD, perhaps you want to look into booting Ubuntu from a USB stick in "persistent" mode.
