I have solved the problem by installing 8.04 from a disk provided by
Ubuntu Developers.

Bug description:
This message appears anytime I try to install plug-ins or even try to upgrade
from 7.10 I downloaded the full 8.04 but even when I try to copy to cd it fails.
Update Manager is the package. I am using Ubuntu 7.10- The Gutsy Gibbon
released October 2007. It was installed at the wholesale vendor for me using my
mboard and 64 dual core processor AMD on a SATA drive.
