Dunno... I checked the procedure I described to you several times. After uninstalling the app (jockey) and re-installing it again everything worked like charm.
Whenever I tried to use jockey head-on after installing the OS (Ubuntu) I inadvertently reproduced the same buggy behavior: the app pretends it starts downloading smth and then hangs... The latter behavior is reproduced regardless of Ubuntu 8.10 type (32 or 64 bytes), and regardless of updates downloaded and installed after the OS installation. I mean updates or no updates jockey on my machine misbehaved ALWAYS, unless I ditched it without even trying and re-installed again...
